Our Activities In Brief
Home for the Destitute Children:
Two Homes for the children bereft of parental care and rendered destitute are running– one named “KUMAR CHANDRA ANATH ASHRAM” in Basudevpur Gandhi Ashram, Haldia in a homely atmosphere with 43 children, and another named “VIVEKANANDA ANATH SISHU NIKETAN” at Teor village in the district of Dakshin Dinajpur with 52 inmates, out of 275 sanctioned for both the Home. As per schematic pattern the Director of Social Welfare provides necessary fund for maintenance of the inmates and salary of the staff engaged. We have to bear 10% of the maintenance cost. The inmates are given balanced food at breakfast, lunch, twilight snacks and dinner. They are lodged in pucca buildings with adequate number of bathrooms and sanitary toilets. They are provided with dress, soap, nail cutter, books, and other academic instruments and day to day necessary things. We have got them admitted in the neighboring schools. We are providing them institutional education and have introduced different activities to mainstream and rehabilitate them. We arranged private tuition for them. They take part in games and sports. They practice YOGA under the guidance of an expert Yoga teacher. They are trained as scouts. They take part in the parade organized by the SDO, Haldia on the Independence Day and Republic Day. They got 1st prize from the SDO, Haldia on the Republic Day parade because of their excellent performances as scouts’ band. Though most of them are bereft of parental care since infancy, we have in-loco parentis approach in dealing with them.
They receive formal education in Primary and High Schools. Every year 10-15 inmates appear at the Madhyamik Examination conducted by the West Bengal Board of Secondary Education. This year (2022- 2023) only five inmates of Kumar Chandra Anath Ashram in the Basudevpur Gandhi Ashram, Dist.- Purba Medinipur and two boys living in Vivekananda Anath Sishu Niketan at Teor in the district of Dakshin Dinajpur were sent up for the Madhyamik Examination-2023 and two boys sent up for Higher Secondary Examination – 2023. The results of Madhyamik and Higher Secondary exam are yet to be published.

Home under J.J. Act:
We have been running a Home under the Juvenile Justice Act.1986, named “UNMESH” J. J. Home for the mentally challenged children only since 1994 with the financial assistance of the Govt. of India and the Govt. of West Bengal.
The J.J. Act. 1986 was repealed w.e.f. 30th December, 2000 with the enactment of the Juvenile Justice (care and protection of children) Act. 2000. However, the continuity of the Home remains unaffected.
When any child/ foundling in need of care and protection is produced before the child welfare committee constituted as per section 27 of the J.J. Act.,2000, it passes an order to send the child to the children’s Home for enquiry and subsequently for care, treatment, education, training, development and rehabilitation. Generally the Child Welfare Committees of the District of Purba Medinipur, Paschim Medinipur, Kolkata, North 24 Paraganas and South 24 Paraganas commit mentally challenged children to our J.J. Home.
The Home started with a single unit of 50 inmates. The Women & Child Development and Social Welfare department sanctioned the 2nd Unit of 50 inmates in terms of Memo No. 1202-WCD-17017/6/2021 Dated – 15th March,2021 for a period of 5 years w.e.f. 15.03.2021 to 14.03.2026.
The inmates are lodged in dormitories. In the dormitory a bed is meant for a single inmate. There is a separate study center for them. There are separate rooms for tailoring, incense stick-making, and art & craft. There are adequate number of bathroom and toilets the floors of which are marbled and the walls tiled. There is provision of running water round the clock in the bathrooms & toilets. The CCTVs have been installed extensively so that the superintendent can keep his eyes on the movements of the inmates through the CCTV monitor installed in his room. We have also installed instruments for physiotherapy of the inmates under a trained expert. We arrange magic show and talking doll for their entertainment. We take them on excursion to other places of this district every year with the permission of the DCPU & CWC of this district and organize picnic for them. During on the year of report we took them on Geonkhali for picnic. During the Durga Puja days and other festival days like Republic Day, Independence Day, Teachers Day, Children’s Day, Birth Day of Mass leader Kumar Chandra Jana, Gandhi Shuvagaman Dibas (29th December) they exhibit their performance in Drawing competition, Quiz contest and other events like race, relay race and Yoga. In the month of February’23 The Smart Bazar took all the inmates to its premises for entertaining them.
We run the J.J. Home under the direct superintendence and supervision of the District Child Protection Unit (DCPU), Purba Medinipur. The Chairman of the DCPU, Purba Medinipur is the District Magistrate.


Fostering of the mentally challenged boys is a challenging task. But the most challenging is to integrate them into the mainstream of the society by bringing about rehabilitation of the mentally challenged children. Though there is a rule to transfer the mentally challenged juveniles to the After-care organization for their social reintegration, such boys are not being taken away from the children’s Homes to the After Care – organizations, even if they have attained 18 years of age. So it is incumbent upon us to give them training in different vocations for their social reintegration. At present 19 juveniles are undergoing vocational training on incense stick-making, six children on tailoring and twelve on art and craft.
The inmates are practising Yoga under the guidance of an expert. There is a part time music teacher to train the inmates in music. The inmates are very much enthusiastic in learning music and Yoga. Many of them are now able to spruce themselves up after having had their bath, without assistance of the care-givers engaged to look after them.
The employees engaged in the J.J. Home (UNMESH) take utmost care of the inmates. While bringing up the inmates they adopt in-loco-parentis approach. The overall relation between the employees and the inmates is friendly and cordial. Hence the inmates are never scared of any member of the staff. The children are elated and delighted when any employee caresses and pats them.


Anganwadi worker’s training center:
This organization has been running an Anganwadi Training Center with the financial assistance of the Govt. of India and the Women and Child Development & Social Welfare Department of the Govt. of West Bengal for about 18 years. This year we imparted training to 240 AWWs on Early Childhood Education.


Operationalisation Of Mahishadal-II I.C.D.S Project:
The Integrated child Development Scheme is a unique programme which envisages an integrated delivery of certain services like supplementary nutrition, immunization, health check-ups, referral services, non-formal pre-school education, and health and nutrition education to pre-school children of 0-6 years, and pregnant and lactating mothers of the weaker sections of the society.
The Govt. of West Bengal with the concurrence of the Government of India have entrusted to the voluntary organizations 16 ICDS Projects out of 418 projects sanctioned for West Bengal. We are proud that Haldia Samaj Kalyan Parsad has been allotted Mahishadal – II ICDS Project for implementation. This Project has 258 Anganwadi Centers. Each AWC is run by an Anganwadi Worker with the assistance of an Anganwadi Helper. The Child Development Project Officer is the principal executive officer of the ICDS Project. There are 7 out of 12 Supervisors (Ladies) who supervise the AW Centers. This ICDS Project had been operationalized in August’2007. The Project is fully funded by the Government of West Bengal and the Government of India.
We have been delivering services by opening all the Anganwadi Centers sanctioned for the Mahishadal-II ICDS Project despite shortage of requisite numbers of Anganwadi Workers & Helpers. The venues of the Anganwadi Centers have been selected by the Panchayet Pradhans concerned. Many Pradhans have constructed Anganwadi Centers for this Project.
Scheme for Adolescent Girls and Kanyashree Prakalpa Convergence Programme (SAG- KP convergence):
With the financial assistance from Women & Child Development and Social Welfare Department we have implemented the scheme for Adolescent Girls and Kanyashree Prakalpa Convergence Programme (SAG-KP convergence) on 4 ICDS Project of Purba Medinipur District (Sutahata – I, Sutahata – II, Haldia Urban & Contai – III) during this year 2019 – 2020. During the year 2022-2023 this scheme was an on-going one.
Charusila Granthagar:
The library named ‘Charusila Granthagar’ was set up by Haldia Samaj Kalyan Parsad at Gandhi Ashram in the year 2005-06. Boys and girls of different projects organized by the Parsad, students of different schools and the villagers are benefited from the library. It contains 1105 books of various subjects at present and about 820 readers are benefited per year from the Library. We are taking steps to upgrade it as a rural Library.
We moved the Department of Mass Education Extension and Library Service, Government of West Bengal vide our No. HSKP/093-31/17 dt. 05.09.2017 to sanction a grant of Rupees fifty thousand or a book- grant worth of Rs. – 50,000.00/- in favour of Charusila Granthagar. The said department asked the District Library Officer, Purba Medinipur to visit the said granthagar and submit a complete proposal to the Directorate of Library Services, West Bengal. After the inspection of Charusila Granthagar by the District Library Officer, Purba Medinipur, the said Directorate considered sanctioning book-grant worth Rs.- 50,000.00/- and sought from us the names of the books with writer’s names. We had already submitted a list of books with author’s names. The books are yet to be received by us.
S.S.K. ( Sishu Siksha Kendra):
For improvement of Primary student we have started Sishu Siksha Kendra at Basudevpur Gandhi Ashram Complex with the financial assistance of Purba Medinipur Zilla Parishad. The aim of the school is to improve the educational status of village area. Approximate 65 students from different villages have benefited through education from the school.
In the next year similar type of training will be conducted with the financial assistance of Mahishadal I.C.D.S. Projects of Purba Medinipur district.
Sports And Culture:
Haldia Samaj Kalyan Parsad organized 3 days – sports and cultural competition at the Gandhi Ashram Complex ground during this year. More than 275 competitors, male and female from neighboring schools and local clubs took part in various events and cultural functions. Dances, songs, bratachari and recitations were so appreciably performed by the competitors as to win the heart of the vast audience.


Vocational Training for Youth:
Few years back we started a Vocational Training center to impart training to the unemployed youths to rid them of despair and frustration by means of securing jobs after having received training. This alternative system of education through vocational training for income generation and various need based training programme like radio, TV repairing, by-cycle repairing etc. have been introduced. After training they secure earning process by themselves to provide financial support to their family.
From our destitute home the children exceeding the age of 18 yrs generally undertake Vocational Training in different trades. The outsider unemployed youth also joins the vocational training programme.
The Training is helping the oppressed women and frustrated youths for their self-reliance and self- employments.
M/S T.M. International Logistic Ltd. Haldia has agreed to provide Vocational Training to 16 Destitute Madhyamik Passed children of our Home at the George Telegraph Training Institute at Chaitanyapur, Haldia. The whole training cost was borne by the T.M. International Logistic Ltd. as its CSR initiative. We are thankfull to the said organization.
During the year under report the Directorate of Child Rights and Trafficking, Govt. of West Bengal took an earnest and ardent initiative for industrial training of Madhyamik Pass boys of J.J. Homes and Cottage Homes of this state in the Auto Body Painting Trade at the Industrial Training Institute (ITI), Tollygunge, Kolkata in association with Maruti Suzuki India Limited (MSIL) w.e.f. from 1st week of September’2017. We are lucky to depute five madhyamik pass Home inmates of Kumar Chandra Anath Ashram, namely Shibu Pal, Rajaram Das, Mangal Pal, Kamalendu Patra, & Soumen Samanta.
We are very much delighted that M/S. Haldia Energy Limited, a unit of CESC selected Basudevpur Gandhi Ashram, the chief activity center of Haldia Samaj Kalyan Parsad for raising a building named NABODIGANTA under “Adopt a Home” scheme as the center for imparting vocational training to the inmates of the Cottage Home, J.J. Home and Swadhar Greh (run by Pallikatha-Basudevpur) for their self- employment, generation of income and self-relince after their Home life is over, as its CSR initiative. Nabodiganta has been constructed with the sole objective of enabling the home-dwelling adult boys, girls, women to stand on their own feet by means of self-employment after the vocational training is over and thereby to integrate them into the mainstream of the society. The local unemployed young men and women are also flocking to receive vocational training at Nabodiganta. However the residents of Swadhar Greh are receiving training on Tailoring and Muri making. After completion of training they are given certificates. On completion of three years stay at the Swadhar Greh the women are rehabilitated with a tailoring machine and raw materials worth Rs. – 10,000/- donated by Haldia Energy Limited.
Up-skilling the inmates of UNMESH J. J. Home and female inmates of Swadhar Greh run by Palllikahta – Basudevpur in the Basudevpur Gandhi Ashram Complex is a ongoing process throughout the year.
Youth Club Organisation:
Haldia Samaj Kalyan Parsad is associated with groups/Associations in different district through different community based programmes.
Awareness Generation in Different Aspect of Social Welfare:
Haldia Samaj Kalyan Parsad is an organization equipped with some dedicated social workers who are helping the poor and oppressed people to develop their own leadership from below through awareness raising programme. They motivate the rural community to raise their voices against social exploitation injustice and superstition the animators and members of Haldia Samaj Kalyan Parsad regularly visit the target areas and consult with them about their village and community problem.
We extended our co-operation to the Block Development Officer, Sutahata in setting up an awareness cum – sensitization camp in the meeting hall of Sutahata Panchayet Samity on (i) Celebration of women day (ii) Importance of mother in child rearing practice in family (iii) Domestic violence against women (iv) Discrimination against girl child (v) Women Low status in family (vi) Problem of working mother (vii) status and problem of Women, single and divorce women.
Ambulance Service:
Our Ambulance Service is in place to take the ailing patients to hospital for better treatment. In our rural areas there is no vehicle for carrying the patients and children in moribund stage. Our Ambulance Service helps the patient family for carrying the patients to local hospital, district Hospital and even to the state capital. Through this service with two ambulances we are coming closer to the community people. It projects that our organization is only “by the people, for the people and of the people”.
Capacity Building:
The organization was keen to build up capacity among the members and staff e.g. field level staff and middle level staff by means of training. In this respect the organizational staff acquired knowledge in capacity building from National, State Level and Government organizations. Not only that many Technical persons were invited to our organization for capacity buildings of the staff and social workers.
Life Skill Based Training:
As desired by the Sabhadihipati, Purba Medinipur Zilla Parishad we have arranged to conduct the Life Skill Based Education Training for Samprasaraks of Madhya Sikshya Kendra (MSK) 189 Nos. of Samprasaraks of different MSK of Purba Medinipur District have successfully completed their training according to the programme of District Nodal Officer, Purba Medinipur.
Foundation Training:
In the next year we have to conduct the Foundation Training for Sahayika of different Sishu Siksha Kendra under Purba Medinipur Zilla Parishad. During this year we have conducted the said training programme for 326 Nos. Sahayika of different Sishu Siksha Kendra duly financed by the Purba Medinipur Zilla Parishad. Orientation Training of Sikshya Bandhu.
With the financial assistance of Purba Medinipur Zilla Parishad and as per order of Sarba Siksha Misson, Purba Medinipur, we have conducted the said training programme. 2122 Nos. of Sikshya Bandhu of entire Purba Medinipur District obtained the said training successfully.
